EU leaders deadlocked on COVID-19 recovery fund in first face-to-face meeting since start of COVID-19 crisis

Leaders of the European Union held their first face-to-face summit since the COVID-19 crisis began over a proposed budget and recovery plan to lift the bloc hit by the pandemic.
During the Friday meeting in Brussels, the mask-wearing leaders failed to resolve their differences over whether the post-COVID package should be given as grants or loans.
The EU countries had agreed to launch a rescue package for European countries hit hard by the global crisis.
Pointing out significant differences among the leaders, German Chancellor Angela Merkel said she expects very difficult negotiations.
