S. Korean gov't believes 'social consensus' needed before raising distancing measure to highest level

Our starting point tonight: The "third wave" of the coronavirus in South Korea is leading to a spike in cases especially in the capital region.
But, authorities here say there needs to be a social concensus before the social distancing measures can be raised to the toughest level three.
"Considering the weight and effect of the level 3 distancing measures, we have to first check if all of us are following the current measures. Most people do keep to the guidelines, but some inattentive and irresponsible people are pouring oil on the flames of the fierce outbreak."
South Korea reported 880 new cases of COVID-19 today.
Over 11-thousand currently remain in quarantine - of them 205 are severely ill patients.
The country saw 13 additional deaths marking the highest daily death toll from Covid-19 taking the total to 600.
