[Weather] Strong winds keep temperatures cool

Good morning. It's going to be another windy day. Tropical storm force winds will whip across the country while parts of Gangwon-do Province could see Severe Tropical Storm force winds... People are advised to take all precautionary measures to guard against damaging winds.
The strong winds will keep temperatures cool, and even way below the seasonal norms... here in Seoul.. we'll see single digit temperatures all day, so those of us in the upper regions might want to wear a winter coat.
Morning lows are similar to a tad lower than the same time yesterday. Seoul, Daejeon and Daegu at 4 degrees. Dress warmly.
Expect a fair amount of sunshine while we could see high levels of fine dust at times in most parts. Southern regions will see more bearable temperatures.
