Trump announces guidelines for U.S. states to reopen economy, but new COVID-19 cases grow

As COVID-19 continues to spread across the U.S., President Donald Trump has given governors guidance on reopening state economies in the coming months.
The guidelines for "Opening up America Again" outline three phases for states to gradually ease their lockdowns.
But, the number of new cases reported in the U.S. topped 30-thousand on Thursday.

U.S. President Donald Trump has announced three-phase guidelines for states to start reopening their economies again after being shut down due to the coronavirus outbreak.
"We are not opening all at once, but one careful step at a time and some states will be able to open up sooner than others. Some states are not in the kind of trouble that others are in."
To gradually reopen economic activity, the ''Opening Up America Again'' guidelines require states to have fourteen consecutive days of decreasing COVID-19 cases...along with a hospital and testing capacity to cope with a possible spike.
Phase one would let public venues such as restaurants and arenas to reopen under certain social distancing conditions.
In phase two,...schools, day care centers, and camps can open up again.
Nonessential travel can resume as well.
Phase three would allow visits to senior care facilities and hospitals.
But on the same day Trump released the guidelines,...the U.S. saw its number of new coronavirus cases reach over 30-thousand for the first time since Saturday.
The Washington Post has criticized the White House guidelines for not being as detailed as initially suggested by the U.S. Centers for Disease Control and Prevention and the Federal Emergency Management Agency.
According to Johns Hopkins University's coronavirus resource center,...the U.S. has seen over 670-thousand cases and over 33-thousand deaths so far.
