South Korea's Prime Minister Lee Nak-yon convened a closed-door meeting on Thursday to go over measures against Japan's latest export restrictions.
They discussed for the first time whether to take Japan off South Korea's so-called whitelist of preferential trading partners.
Detailed results, however, were not released on Thursday.
Currently, Japan is benefiting from a simplified inspection process, but if the exclusion takes place, Japanese firms will have to go through stricter export regulations for strategic materials.
An official said relevant ministers will gather again soon to fine-tune the details.
