Arbitrary capital punishment and the death penalty is still prevalent in North Korea,... according to a South Korean report.
In a report by the state-owned think tank 'Korea Institute for National Unification' on Monday, human rights, including the right to life, are not guaranteed in North Korea.
The paper says public executions are carried out on North Koreans suspected of drug trafficking, murder and the watching and circulation of South Korean media.
The report says the frequency of public executions in North Korea is down compared to the past.
