International community must promise North Korea's regime security for it to denuclearize

President Putin held a press conference after the banquet,... and there he relayed Kim's message,... which was that for denuclearization to happen, the North Korean regime's security must be guaranteed.

Russian President Vladimir Putin said the international community must promise North Korea its survival for it to denuclearize.
"The North Korean administration wants to denuclearize as well. But it's asking for its safety to be guaranteed. And this needs to be assured by international law."
In a press conference after his banquet with Kim Jong-un, President Putin said the first step to assure the North on its regime security is by building trust between Pyeongyang and Washington.
He said the denuclearization issue would have been resolved in the past, but that Washington did not implement its agreements enough.
Putin called on the need for both sides to respect each other and move forward discreetly.
Putin also hinted at his hopes of playing a bigger role in handling the North's denuclearization issue,... by saying that the six-party talks need to be resumed.
The talk which involves the two Koreas, the U.S., China, Japan and Russia, have been stalled since 2009, as the North withdrew from it.
"If South Korea or the U.S. can guarantee the North's security, then the multi-party talk won't be needed. But I don't think the two countries can come up with a complete mechanism to achieve that,... so the North needs the six-party cooperation system as well."
And Putin said that he will talk with Chinese President Xi Jinping on Friday,... and with the U.S. on the summit results, to relay Kim Jong-un's stance.
However, Putin also tried to seem neutral,... by saying that it holds a similar stance with the U.S. in hoping for the North's complete denuclearization and non-proliferation of nuclear weapons.
Putin also said he and Kim discussed substantially about their joint projects,... including the construction of a gas pipeline that runs through North Korean territory and all the way down to South Korea,... as well as the situation of North Koreans working in Russia.
While saying that the gas pipeline project is hard to make progress as the South does not want to go against the U.S., Putin believes there is a way for North Koreans to keep their job without going against the UNSC resolution 2397, which orders member states to expel North Korean workers by the end of the year.
