Nat'l assembly speaker, party chiefs pledge to work swiftly on passing budget

The Speaker of the National Assembly and the leaders of the five major parties have agreed to work together to pass the budget for next year before the legal deadline on November 30th.
Speaker Moon Hee-sang told reporters Monday after a monthly luncheon with the party chiefs, that they saw eye to eye on the need to come up with a proposal to reform the electoral system by the end of this year.
On diplomacy, they also agreed to work towards holding talks between the parliaments of South and North Korea... and to later make it a six-way meeting with the U.S., Japan, China and Russia.
But the parties are still divided over whether to ratify April's Panmunjeom Declaration.
Plus they've not reached common groud on setting up a special tribunal to handle the power abuse scandal involving the Supreme Court.
