President Rodrigo Roa Duterte convenes with several Cabinet members to discuss the latest developments on the Coronavirus Disease 2019 (COVID-19) situation in the country, as well as other matters of national concern, in his Talk to the People on November 15, 2021.
The President announces his decision on the protocols regarding the use of face shield as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).
He relays the milestone achieved by the country in the administration of COVID-19 doses in recent days, as well as the 7.1 percent growth in the Philippines’ Gross Domestic Product (GDP) for the third quarter, and expresses his hopes that the country is on its way towards economic recovery as more businesses open and COVID-19 cases continue to decrease.
At the same time, President Duterte reminds the Filipino people not to be complacent since COVID-19 still exists, citing reports that a two-year old child contracted the virus while inside a mall. He emphasizes the need to strictly observe minimum public health standards, especially the wearing of face mask, so that the country will not experience another wave of infections that is happening in several nations in Europe.

In the latter part, the Chief Executive listens to the reports of the rest of his Cabinet members present in Malacañan Palace and via video teleconference. They present the latest updates on the national government’s response against the pandemic, such as the preparation for the three-day National Vaccination Day scheduled on 29-30 November and 1 December 2021 that aims to inoculate 15 million Filipinos, the COVID-19 additional/booster vaccination to the target population groups, and other relevant matters of national concern.
