Why Didn't Celtics Extend Fournier Too

It was believed that the Celtics didn't offer Guard, Evan Fournier, as much money as the Knicks (4 years 78 Million) because they were saving cap space to go after Bradley Beal next NBA Free Agency. Although, the Celtics instead used that money to extend Marcus Smart. Now the Celtics don't have much cap space to sign any big free agent names next offseason.

Should the Celtics have been more aggressive in resigning the sharpshooting sixth man that they traded for last trade deadline?
