North Korean leader Kim Jong-un has been going through key agenda items ahead of the ruling Workers' Party congress in January.
Chairing a politburo meeting Sunday, the regime's state-run media reported that Kim criticized economic guidance bodies for failing to handle policy in a scientific manner.
