N. Korea releases water from border dam giving S. Korea without prior notice

North Korea has opened the floodgates of a border dam without giving South Korea any notice after heavy downpours in the North.
According to government sources, the North on Monday partially discharged water from the Hwanggang Dam on the western inter-Korean border.
The sources assume it was done to adjust water levels in advance of torrential rain in North Korea.
The opening of the floodgates sends water into the Imjin River which could potentially harm South Korean fishermen.
The opening of the floodgates follows Pyeongyang's issuance of special heavy rain warnings for parts of the regime.
