Moon aide says gov't has fundamental obligation to create jobs

South Korea's presidential office is rejecting claims that the recent jump in employment is due to outsized government spending.
Speaking to reporters Sunday, the presidential secretary for job creation said that while creating jobs is a fundamental obligation of the government, only one tenth of its budget this year has been used expressly for that purpose.
He contrasted that with previous administrations, which he said had dedicated whole supplementary budgets to job creation alone.
Last month, South Korea had its best employment rate for September in 23 years, and the unemployment rate fell by half a percentage point to 3-point-1 percent.
