Washington area hit with torrential rain, causing flash flooding across city

Heavy rain caused wide flash flooding across the Washington, D.C. metro area on Monday, prompting the National Weather Service to issue a flash flood emergency.
The city was hit with more than seven-and-a-half centimeters of rain in just two hours, flooding roads and neighborhoods.
Some people were stranded in cars and several high water rescues were reported.
Flooding even reached the White House basement and government employees had to drain the standing water with wet vacuums.
