N. Korea not responding on joint war remains recovery plans, military talks proposal

North Korea has still not responded to a proposal by South Korea... that their militaries hold talks... and that they start recovering the remains of both sides' war dead in the DMZ.
Quite unlike last year,... when the two Koreas actually did take action to lower tensions based on the military agreement signed at the September summit.
The plan was to start excavating their war dead at the DMZ in April.
Seoul has notified Pyeongyang that it's formed an excavation team, but according to the defense ministry,... the North has yet to respond.
Seoul has also suggested military talks about allowing civilian ships into the waters on their western sea border -- but the North hasn't responded to that proposal either.
