N. Korea not responding on joint war remains recovery plans, military talks proposal

Last year, the two Koreas saw much progress in lowering military tensions by actually taking actions after signing the military agreement at the September summit.
But this year, uncertainty shrouds those plans... as North Korea remains lukewarm.
Seoul and Pyeongyang were to begin together recovering the remains of the war dead at the DMZ in Cheorwon, Gangwon Province, in April.
But according to the nation's defense ministry,... Seoul has notified Pyeongyang that it's formed an excavation team... but the North is yet to respond.
To discuss this issue... and the issue of allowing civilian ships to navigate through the Hangang River estuary -- which the two Koreas have jointly surveyed last year -- Seoul has suggested holding military talks... but the North is not responding.
