Russia says it never offered to build nuclear plant for N. Korea

Russia is denying a report claiming it offered to provide North Korea with a nuclear power plant... if the North abandons its nuclear weapons and ballistic missiles.
The Washington Post had reported Wednesday that Russia made the offer last fall in an attempt to break the impasse in nuclear negotiations between Pyeongyang and Washington.
But the Russian Ambassador to North Korea, Alexander Matsegora, told Russia's TASS news agency later Wednesday that Russia has never made such a proposal,... and that building and maintaining a nuclear plant would cost far too much.
He also said North Korea would not be able to maintain the plant.
