Martial law document ordered by former defense minister Han Min-koo: DSC commander

Those involved with the controversial martial law document during the former Park Geun-hye administration say the draft of the document was an order sent directly from the then-defense minister Han Min-koo.
According to testimonies from the National Assembly's defense committee on Tuesday,... the then-Defense Security Command Commander Cho Hyun-chun had ordered the draft of the document,... but the order was sent to him from Han.
They added that martial law would've only been ordered in case of a grave situation,... referring to the mass protests demanding Park's impeachment for abusing her power and corruption.
