Cindy downgraded to tropical depression after landfall

Tropical Storm Cindy has been downgraded to a tropical depression after reaching land near the Texas-Louisiana border, but flooding issues are not over— with heavy rain in parts of Mississippi, Alabama, Georgia and Tennessee. The storm's maximum sustained winds had decreased to 40 mph Thursday morning. Louisiana Gov. John Bel Edwards declared a state of emergency on Wednesday as a 10-year-old boy died in Alabama.
