Mexican police nabbed two alleged drug bosses, including one who told authorities the cartels had a non-aggression pact between them. Marcos Carmona Hernandez aka "El Cabrito" -- alleged leader of the Oxaca state Zetas drug trafficking gang -- is suspected of ordering the kidnapping and murder of several people.
