Sir Keir Starmer has thanked former Prime Minister Gordon Brown for leading the commissioning of a report to give "practical recommendations about the biggest movement of power away from Whitehall and Westminster" to the rest of the country. The Labour leader says he also wants to put forward a case for a "stronger Scotland within a changed United Kingdom".
