So, what does North Korea really want? Does it want South Korea to be completely left out in the development of the tourist area?
According to analysts, for now, yes.
The regime wants to develop and run the tours independently.
We also have to remember how Kim Jong-un said that he'd welcome South Koreans to the resort after the area is developed into an international tourist destination.
So this means, the North wants South Koreans to come later as guests.
"Even though Mount Geumgang is very beautiful, unless there are tourists from South Korea, it'll be difficult for the North to get back its investment. In the long-term, it will be a loss that could even dry up the regime's finances. It's a dilemma for the North. Even though it wants to lead the tour business, without South Korea, it won't be able to see profits."
