And responding to news of Prime Minister Lee's trip to Japan, South Korea's presidential office says only a complete reversal of Japan's trade curbs would resolve the issue.
An official at the top office told reporters it's still too soon to say whether the trip might restore trade between the two countries.
The official, however did say that the Prime Minister's trip is meaningful in that it could upgrade and widen the level of discussions between the two sides.
The South Korean PM will be the highest ranking official to go to Japan since the trade curbs were imposed three months ago.
