NSC considers possibility N. Korea tested submarine-launched ballistic missile on Wednesday

Staying with that launch,... the National Security Council is weighing up the possibility that North Korea's launch this morning might have been a test firing of submarine-launched ballistic missiles.
During an emergency meeting this morning the standing committee voiced grave concerns over the North's launching of projectiles at a time when Pyeongyang and Washington are preparing for working-level talks.
It also agreed to continue close consultations with the U.S. to analyze the details of the projectiles as well as the North's intentions.
The NSC also expressed its willingness to continue its diplomatic efforts with the U.S. and the international community for the Korean peace process
