Seoul's Unification Minister says it's time to hold high-level talks with N. Korea

South Korea's Unification Minister Kim Yeon-chul says it's time to hold high-level inter-Korean talks with Pyeongyang.
Speaking on local radio Thursday,... the minister said discussions are underway to determine the agenda items and the timing of such talks.
But Kim said a proposal should be made when it's likely to be accepted by the North,... adding he's looking at various facets to determine the right time.
He also revealed Pyeongyang and Washington have been communicating through different channels about setting up working-level talks
