Civil servants should be creative, on-the-spot, sympathetic: Pres. Moon

Back here in South Korea, President Moon Jae-in was speaking to civil servants today, and told them that a quality they need... to pioneer a new era... is creativity.
This was in a luncheon with around 20 government officials... in recognition of what they've done to improve people's lives.
Here's the president.
"Creativity and proactiveness are key to adminstration, as shown in our victory in the WTO dispute and our country making it onto the EU whitelist. Public officials need to do their work with a new perspective and with creativity. This will help lead us to a new era."
President Moon also emphasized on-the-spot administration.
He says policies and administrators need to respond to the urgent needs and voices of people in their actual lives.
President Moon added that in resolving conflict, officials need to relate to the people.
He called on them to always look at policies from both sides... because it's unlikely that any policy can satisfy everyone.
