Coalgate scam: Panel says the allotments were not transparent

The Standing Committee on Coal and Steel has blamed both the UPA and the NDA governments for the coalgate scam. In a damning indictment, it says coal blocks distributed between 1993 and 2008 were unauthorized. And that the exchequer didn't get any revenue from them. The latest report of the Committee is slated to be tabled in Parliament on Tuesday. The panel has recommended that all "personnel" involved in the allocations "should be investigated. It also pointed out that there was no transparency in the allocations. And between 1993 and 2004, they were done without advertisements or public information. Between 2004 and 2008, even though information was put up on government website, there was still a lack of transparency since there was no bidding and the government didn't get any revenue.
