N. Korea's sports minister in Japan for Olympics-related session

North Korea's sports minister is in Tokyo to attend a two-day session of the Association of National Olympic Committees.
The Japanese government gave Kim Il-guk the green light to enter the country as an "exemption" to sanctions against the North.
Japan's Chief Cabinet Secretary Yoshihide Suga cited the spirit of international sport that prohibits discrimination on the basis of nationality.
Kim did not answer reporters' questions upon his arrival in Tokyo on Tuesday.
It marks the first time a North Korean official has visited Japan since 1991.
