On Wednesday, the South Korean unification ministry announced that the much anticipated opening of the joint-liaison office with North Korea would finally take place on Friday. It had been delayed for a while, with rumors circulating that Washington had reservations about it. But it will finally be taking place, adding momentum to inter-Korean relations, just days before the third summit between President Moon Jae-in and Kim Jong-un in Pyeongyang. Before we look further at its significance, let's take a look back at the announcement, and what Seoul had to say about it.

"In the Panmunjom Declaration, South and North Korea agreed to establish a joint liaison office, and since then we have been renovating the office site and discussing it.
After the opening ceremony on September 14th, the two Koreas will immediately start the duties of the joint liaison office. The office will be in charge of overseeing constant contact between the two Koreas and discussions for inter-Korean talks, and providing support for civilian exchanges.
From now on, the joint liaison office will become an ordinary communication channel for improving inter-Korean relations, lowering military tensions and bringing peace to the Korean Peninsula. Through 24 hour communication, 365 days of the year, we hope it will contribute to keeping inter-Korean relations stable and even help with North Korea-U.S. nuclear negotiations."
