Clark County’s new human services administrator... may have violated a state ethics law. When Tim Burch was director of the Department of Family Services in 2016... he recommended a no-bid contract with SPIRIT, Inc. Four months later, Burch quit the county to become SPIRIT's CEO. A state ethics law forbids government officials from working for companies... if the officials helped them get a contract. Burch said he was not aware of the law.
