‘Sexual overtures banned’: Cologne issues ‘manual’ for refugees ahead of Carnival

Security's being tightened in the German city of Cologne ahead Thursday's annual carnival. They're the first large-scale celebrations there since the wave of sexual assaults on women in the city on New Year's Eve.
