Russia slashes spending over low oil price

Russia has become the latest country forced to tighten its belt over the falling price of oil. Budgets may be cut by 10% in some areas, after the international benchmark for oil fell below $30 a barrel on Wednesday. Also today: a sales boom for one Los Angeles clothing brand thanks to the Mexican drug lord "El Chapo".
