Brazil: Supreme Court Judge Fachin Calls Secret Ballot Legitimate

Supreme Court Justice Luiz Fachin made an unexpected recommendation on Wednesday to back the legitimacy of last week’s secret ballot ordered by Lower House Speaker Eduard Cunha in order to start impeachment proceedings against President Dilma Rousseff. Should the Court adopt this view on Thursday, the Senate would have to start an impeachment trial immediately after Lower House approval of the charges, and Rousseff would be suspended as President.
