Bob Filner will resign as mayor of San Diego after more than 18 women have come forward saying they have been harassed over the years. It will happen as part of a proposed settlement and he will formally leave after a closed city council session Friday. Filner was seen loading boxes into a black S-U-V at City Hall. A special election will be held to fill the mayor position.
