Kenya: 'The Acting Government criticized"

Several circumstances have forced president Kibaki and Prime Minister Raila Odinga to make new appointments to the government, either in the cabinet or the civil service. But as it is now emerging, the two principals are now employing a new way of filling the vacancies. They are giving current ministers two roles one in an acting capacity. Although the law does not bar this, the concern is, why not make full appointments? Our senior reporter Aaron Ochieng sought expert opinion and filed the following report.
