27-year-old Jose Pimentel appears in a New York court to hear charges against him.
The U.S. citizen, born in the Dominican Republic, has been described by police as a "lone wolf" who had converted to Islam and become radical.
He is accused of offences including plotting to build bombs to kill U.S. soldiers returning from Iraq and Afghanistan.
The Manhatten District Attorney filed a criminal complaint that said he had admitted taking steps to build a bomb and was one hour away from putting it together.
Pimentel had been under surveillance since May 2009, official said he considered New York police cars and a U.S. post office among potential targets.
Pimentel, who has not been charged in federal court, faces life in prison if convicted.
