Modi and Xi Agree to Border Disengagement During BRICS Summit

"In a remarkable turn of events, Prime Minister Narendra Modi and Chinese President Xi Jinping engaged in discussions on the sidelines of the BRICS summit, culminating in an agreement to pursue ""expeditious disengagement and de-escalation along the Line of Actual Control (LAC) in eastern Ladakh,"" according to a statement by Foreign Secretary Vinay Mohan Kwatra on Thursday.

During the highly anticipated conversation between the Indian and Chinese leaders, Prime Minister Modi underscored India's concerns regarding unresolved issues along the Line of Actual Control, specifically highlighting the situation in the western sector of the India-China border. Beyond this bilateral exchange, Modi also had interactions with other BRICS leaders, further cementing India's diplomatic efforts.

Revealing the outcomes of the discussion, Foreign Secretary Kwatra articulated that Prime Minister Modi conveyed to President Xi the critical importance of maintaining tranquility and peace in border regions. Of equal significance was the need to uphold the sanctity of the Line of Actual Control. These principles were identified as foundational to the process of normalizing India-China relations, which have been strained by recent events.

Both Modi and Xi exhibited a shared understanding of the necessity to direct relevant officials towards an intensified push for expeditious disengagement and de-escalation along the LAC. This accord not only reflects their mutual concern for the border situation but also underscores their joint commitment to resolving the ongoing tensions that have strained their bilateral relations.

The pivotal exchange between the two leaders took place amidst the BRICS summit, a moment that holds immense diplomatic weight. This dialogue transpired just ahead of the announcement of the BRICS expansion. This interaction is particularly significant due to its rarity; the leaders have crossed paths only 18 times between 2014 and 2019. Their direct interactions have been limited since the Galwan episode. A brief conversation between them did take place in 2022 during the G20 Summit in Bali.

The backdrop to this pivotal discussion was the series of deliberations between India's National Security Advisor Ajit K Doval and China's Foreign Minister Wang Yi. These high-level discussions centered around the disengagement of frontline troops, particularly focusing on the remaining contentious points along the Line of Actual Control. Furthermore, Doval and Wang deliberated on the roadmap for political engagement, with upcoming BRICS and G-20 summits in focus. This ongoing communication is rooted in the BRICS NSA meeting held in South Africa in July.
