बौद्ध अनुयायी सम्राट अशोक प्रियदर्शी के शासन में पूरा साम्राज्य खुशियों से लबालब था। शांति और करुणा की गूंज पूरे विश्व में हो रही थी। प्रजा का दुख सम्राट का दुख था, इसलिए हर जरूरत पर पूरा ध्यान दिया जाता था। उस दौर में आम लोगों के लिए दी जाने वाली सुविधाओं में ऐसी तकनीक पर बल दिया जाता था, जो लंबे समय तक टिकी रहे। तब का बनाया गया कुआं आज भी शाहकुंड की पहाड़ी पर मौजूद है। इस कुएं को शाहकुंड से जोड़ा गया, जिससे भूगर्भ जल दोनों जगह संचित हो सके।
