Sir Keir Starmer defends Labour's plan to overhaul the UK constitution, calling it "vitally important". The plans, set out in the 155-page report created by a commission headed by former Prime Minister Gordon Brown, include tackling regional inequalities and replacing the House of Lords with a "new, smaller, democratically elected second chamber".
