The Philippines again the center of international attention as the death toll from the strongest typhoon to hit the country this year surged to almost 400.

Super typhoon Odette left a trail of destruction in areas that were teeming with tourists just weeks before. Survivors are desperate for food, water, electricity, supplies.

But all these nothing new.

In a country that's among the most vulnerable in the world to climate change, citizens can't help but expect more disaster preparedness and response from the government.
