According To The Auditor General's Report, The County Government Did Not Have Approved Procurement Plans To Spend The Said Funds. However, The County Government Distanced Itself From The Auditor's Report Claiming That The Onset Of The Pandemic Did Not Give The Counties A Chance To Prepare Spending Plans.
