What economist Arvind Panagariya said on Rahul Gandhi’s Nyay scheme

While speaking on the speculations that if the Nyay scheme, poll promise of Congress president Rahul Gandhi, is implemented, an extra tax will be imposed on middle-class, former vice chairman of Niti Aayog Arvind Panagariya said that if the project is implemented, 13% of total GDP will be required.
