MANILA, Philippines – Top Rank chief executive Bob Arum on Wednesday criticized the Bureau of Internal Revenue (BIR) and Commissioner Kim Henares over the freezing of the bank accounts of Filipino boxer and Sarangani Rep. Manny Pacquiao.
