IAGCC- No sparing admin allies in pork probe

MANILA - The Inter-Agency Anti-Graft Coordinating Council (IAGCC) held its first press briefing today to explain the workflow of the council, which is tasked to probe the alleged pork barrel scam. The justice department and the Ombudsman are currently doing parallel probes. Justice Secretary Leila de Lima said various NBI teams are now collating documentary evidence which will be filed with the Office of the Ombudsman in due time. The Ombudsman will then decide whether to proceed with a preliminary investigation. She explained they cannot file a case just based on the Commission on Audit report that several lawmakers' pork barrel went to bogus non-government organizations. "Akala ho ng mga tao basta since may COA report na, pwede na derecho magfile ng kaso on the basis of the report. Ang COA report po in itself by itself is not evidence," de Lima said. "Gusto namin maniguro na yung mga sasampahan namin kaso ay yung meron talagang karampatang ebidensiya yun po ang flow ng documentary evidence na binibuild ng NBI and also by the Office of the Ombudsman in the parallel probe on the Napoles component on the PDAF scam." Ombudsman Conchita Carpio Morales said she has written requests to various agencies like the Securities and Exchange Commission and the Anti-Money Laundering Council to obtain relevant documents, She said that during the preliminary probe, the respondents will have a chance to dispute the evidence against them. "Let us be patient, let us not rush into thinking that once the NBI files the case with us the case will be immediately filed in court. We will still have to conduct preliminary investigation where all the respondents will be given a chance to file their counter affidavits and controvert whatever evidence will be shown to them," she said. "We assure you of the credibility of the result of the investigation. There's no such thing as kaalyado ng administration at hindi kaalyado ng administration," she added. ANC, August 27, 2013
