As the first anniversary of the Damini horror approaches, the Woman & Child Development Ministry is now believed to be working on a Cabinet note to amend the juvenile age from 18 to 16, and deal with offenders convicted of rape & murder under relevant sections of the IPC. But whether it will be seen as legally viable, remains the big question.
