Communal riots in India: Muzaffarnagar violence - Who's responsible ?

It's been over 48 hours since the worst incidents of communal rioting in UP in decades. Victims are demanding justice. But the state administration is not just failing to respond, but is completely overcome with the urge to score political points.
The state is witnessing its worst communal clashes but right from chief minister Akhilesh Kumar Yadav to the junior most official in his government have done little, else pass the buck.
listen to the littany of excuses the U.P government failed to arrest the murderers of the eve-teased victim's brother ignored the call by a local mahapanchayat to seek revenge. The government also chose to ignore intelligence reports warning the state of large scale mobilisation. It never anticipated the scale of communal tension escalation despite steep rise in such cases over the last 2 years.
