Republican Mitt Romney seized an early lead over President Barack Obama as the first votes were tallied in an election that left Americans the choice of starkly different visions for the country's future. Romney led Obama 76 electoral votes to 64, as agencies called races in 16 states and the District of Columbia. But no races had been decided in the nine swing states likely to decide the election. The swing states — those that are not predictably Democratic or Republican — were pulling outsized attention Tuesday night because the president is chosen in a state-by-state tally of electors, not according to the nationwide popular vote.
