The inclusion of Raja Bhaiya in the Cabinet came as a surprise, given Akhilesh's efforts to break away from Samajwadi Party's goonda image. However, addressing his first press conference after being sworn in as chief minister, Akhilesh Yadav said the cases against Raja Bhaiya were simply politically motivated. Raja Bhaiya's long association with the Samajwadi Party may have led to senior party members forcing Akhilesh to include the criminal in his cabinet. It was in 2003, when Mulayam Singh Yadav was in power that POTA charges against Raja Bhaiya were mysteriously dropped.
