Aren't 11 Years Too Long for Hanging Afzal Guru?

Afzal Guru has been on death row since 2002. His mercy plea is pending with the President. But ever since Kasab's sudden hanging clamour for Afzal Guru's execution has only be growing. On the other hand BJP is playing to the Hindutva lobby bringing Parliament to a standstill demanding to know why is there such a delay in Afzal Guru's hanging.
