The Intracoastal Waterway was just below road level at the Socastee, South Carolina, swing bridge on Tuesday, September 25, and floodwaters covered streets around the waterway.The water was at 21.46 feet at the bridge at 10am Wednesday morning, and expected to continue rising.A swing bridge turns perpendicular to the street to allow boats to pass.
